Geez when was the last time a non power 5 player was selected 1st in the nfl draft?

Looks like St. Louis Rams Herschel Walker traded for the #1 pick and rumored to be taking NDSU Carson Wentz with the 1st pick. Not good enough for a power 5 scholarship but 4 years later #1 player in the nfl draft.
