How is it determined when the players are reinstated?

Does anyone have any insight as to when and how some of these players will be reinstated to the university? Will it be through some appeal process(the U), or the courts? Hutton has said he is filing appeals...lengthy process? Kahler promised some speedy action and fairness to the players...did he not.
