I can confirm that New Hope (Minn.) Robbinsdale Cooper athlete Phillip Howard committed to Minnesota in-person today early at Minnesota's practice this afternoon.
Howard was there with his family and made it official just before practice started and was introduced to the team after.
Howard could play either wide receiver or cornerback while at Minnesota and his position will be determined when he attends one of Coach Kill's camps this summer. Howard joins Carter Coughlin, Thomas Barber and JoJo Garcia as the fourth in-state commitment and the fourth commit overall.
